Healthy homes are important

Unreasonable Gaps & Holes

Draught Stopping Te Mata

Draughts may lead to less temperature in houses. A cold home costs more to heat, meaning wasting energy and incurring higher costs.

If a draught can be perceived as a result of gaps or holes the area needs to be sealed.

What are the most unreasonable gaps or holes?

If you can feel external air coming in or the sound of a clear draught emanating from a crack or a gap that is, it is likely a crack or an opening that needs sealing in some way. Cracks or gaps with large gaps must be stopped permanently. Any gaps greater than 3mm that allow air in or out within your home require sealing. For instance, if an open fireplace isn’t in use it may cause draughts and should be sealed off. Landlords and property managers are accountable for ensuring that draughts from the fireplace are removed in the maximum extent possible.

There is no need to block up intentional holes or gaps that are part of the building. For instance, small gaps around windows and doors could be required to allow for movement within the structure as the home gets warmer and cooler, so that they are able to be closed and opened rather than securing. We will check all doors and windows as part of our Healthy Homes assessment of your rental property.

Adequate heaters are crucial for healthy houses

Heating Te Mata

Te Mata rental properties should have a permanent source of heat that can heat the largest or main living room to at least 18 degrees Celsius, even on the most coldest days of the year. This is the recommended minimum indoor temperature suggested by the World Health Organisation for people’s physical well-being as well as their mental health.

The heating source needs to be fixed (i.e. not portable) and at least 1.5 Kilowatts in heating capacity, and it must have the minimum requirement for heat capacity for the main living space. A Heating Assessment Tool can be used to determine if the current permanent heater(s) are adequate or if you’ll require to top up with a new heater. Open fires as well as unflued combustion heaters like portable LPG bottle heaters are not considered acceptable heating options in The Healthy Homes Standard.

If the heating system you offer is an electric heater or heat pump, it needs to be equipped with an thermostat. This makes the heating more consistent and effective. For the majority of houses, bigger fixed heating equipment like heat pumps, wood burners, pellet burners or flued gas heaters are required. However, in certain instances like small apartments small apartments, a smaller electric fixed heater may suffice.

If the living area already has a central heating source like the heat pump, it might just need a top up in order to comply with the standards. Certain kinds of heaters cannot be used to meet the quality because they’re expensive, inefficient and/or unsafe to run.

Ventilation Te Mata

Each liveable space in a rental house must have at least one openable window or exterior door to offer natural ventilation. Additionally, areas with high moisture areas like kitchens and bathrooms need to have an externally vented extractor fan to eliminate moisture.

The ventilation standard is all about understanding that dry air is much easier to heat and that a property that is well ventilated is less likely to develop mould and damp.

Living rooms, bedrooms, dining rooms, and kitchens are considered to be liveable spaces. Connecting spaces like the hallways are not liveable and do not require an opening window or door.

Each door, window or Skylight requirements to have the ability open to the outside while remaining closed to allow to circulate fresh air as well as air flow.

The bathrooms in all kitchens and any other room in your home that has shower, bath, cooktop or other high water-generating appliance will require appropriate extractor fans that can be vented out to the outside. We offer a Healthy Homes Assessment service will make sure there is sufficient ventilation throughout the living spaces that includes extractor fans that are suitable in high moisture areas.

Insulation Te Mata

Insulation for underfloor and ceilings is required to all rental houses from 1 July 2019. All landlords and property managers are required to make sure that the insulation is in line with standards that are in line with the latest quality. In some instances, current ceiling insulation, or the insulation of the sub floor space may require to be topped up or replaced.

A well-insulated house can reduce condensation and reduce the chances of mould and dampness and it will make an easier task to allow the home to retain the heat.

Insulation requirements to meet the R-values for your area

The "R" stands for thermal resistance, and is a gauge of how well the insulation can withstand heat flow. The more high the R-value, more effective the insulation.

  • Zone 1 - Auckland & Northland - ceiling R 2.9 Underfloor R 1.3
  • Zone 2 – The rest part of North Island except Taupo and the Central Plateau – ceiling R 2.9 and floor R 1.3
  • Zone 3 Zone 3 North Island Taupo, Central Plateau and the entire South Island – ceiling R 3.3 below floor R 1.3

Te Mata Moisture Ingress & Drainage

Keeping your rental property safe from water damage isn’t only about the inside of the building but you must make sure there is somewhere to allow surface, rain as well as groundwater to move and prevent it from getting inside. When it concerns damp and moisture it’s typically the concerns you don’t notice that can become a big problem and cause damage to your investment and affecting your tenant’s health.

Rental properties must be equipped with effective drainage for the removal of storm water, surface water and ground water, including an appropriate runoff or outfall. Making sure that water has a location to go and that it doesn’t get sucked into structures is a crucial aspect of keeping your property dry.

In addition to a drainage system to prevent moisture from entering, if your rental has an enclosed gap between the floor and ground, a ground moisture barrier must be constructed if it’s reasonably practicable to do so.

Ground moisture barriers are generally made of polythene and is laid on top of the ground to stop any moisture from the ground from entering the home. It also assists in preventing water damage to the floor insulation.
